Heavy rain flooded the tents of displaced Palestinians in Gaza on Friday, as forecast thunderstorms threaten “catastrophic consequences” for nearly two million people without shelter.

Thousands of families in makeshift displacement camps woke up to find their tents flooded in the early hours of Friday, according to local media.

The Palestinian Civil Defence in Gaza has warned residents, especially the displaced, to take necessary precautions against potential destruction from the storm.

The Palestinian Meteorological Department issued warnings of flash floods in low-lying areas and valleys across the Gaza Strip and the occupied West Bank, with strong winds, heavy rain, and thunderstorms expected over the coming days.

Several Palestinian farmers in the village of al-Rashayida, east of Bethlehem in the occupied West Bank, suffered tear-gas inhalation after Israeli forces attacked them while they were ploughing their land, according to the Palestinian news agency Wafa.

The head of the village council told Wafa that Israeli forces have been targeting farmers in the Wadi Ayash area for a third consecutive day.

Soldiers reportedly fired live rounds, tear gas and stun grenades at Palestinians working their fields, leaving a number of them struggling to breathe.

Israel has transferred the bodies of 15 Palestinians to Gaza, officials at Nasser Hospital in Khan Younis said on Friday, a day after the remains of Israeli captive Meny Godard were returned.

Under the terms of the current ceasefire’s first phase, Israel has been returning the bodies of 15 Palestinians for every hostage repatriated. According to the Palestinian health ministry, 330 Palestinian bodies have so far been received, though only 95 have been formally identified.

Health officials say the identification process is being slowed by the severe shortage of DNA testing kits in Gaza, making it difficult to verify many of the remains handed over by Israel.

The United Nations Office of the High Commissioner for Human Rights has declared on Friday that the permanent displacement of Palestinian populations within the occupied territories constitutes a war crime.

The office stated that Israel’s claim of sovereignty over the occupied West Bank and its annexation of parts of the territory violates international law.

UN High Commissioner for Human Rights Volker Türk called for an immediate end to attacks on Palestinians and their property, urging that those responsible be held accountable. He also stressed that Israel must end its illegal presence in the occupied Palestinian territories.

Russia on Thursday proposed its own draft UN Security Council resolution on Gaza, directly challenging a US effort to push through a text endorsing President Donald Trump’s Gaza peace plan, according to a copy of the draft seen by Reuters.

The US circulated its resolution to all 15 council members last week, claiming regional support for a plan that would authorize a two-year mandate for a transitional governance body and an international stabilisation force.

In contrast, Russia’s draft calls on the UN secretary-general to explore options for an international stabilization force in Gaza but makes no mention of the “Board of Peace,” the transitional administration proposed by Washington.

“The objective of our draft is to enable the Security Council to develop a balanced, acceptable, and unified approach toward achieving a sustainable cessation of hostilities,” Russia said in a note accompanying its draft.

Authorities called upon Palestinians to cooperate and support one another, stressing the importance of securing tents and placing sandbags around them where possible to prevent flooding.

The Israeli army on Friday declared the northern West Bank village of Burin a closed military zone just hours before hundreds of Israeli activists were due to take part in the annual olive harvest there.

According to the Israeli news outlet Haaretz, police reportedly stopped several buses carrying the activists to the village.

Lawmaker Gilad Kariv, who was present on the scene, said the officers had not presented the activists with the required order from the Israeli army's central command.

Iranian Foreign Minister Abbas Araghchi has called for the United Nations to impose "appropriate measures" against the US and Israel over military strikes in June against Iran's nuclear sites.

Araghchi said that President Donald Trump and other US officials bear "criminal responsibility" for the strikes after Trump's statement last week that he directed Israel's initial attack on Iran on 13 June.

In a letter on Wednesday to UN secretary general Antonio Guterres and the UN Security Council, Araghchi said Israel and the US must be subject to reparations, including restitution and compensation for the damage caused in Iran.

Spokespersons for the US mission to the UN and for Guterres' office did not immediately respond to requests for comment.

Trump told reporters on 6 November that he was "very much in charge" of Israel's initial strike on Iran.

US Secretary of State Marco Rubio became one of the few in the Trump administration to criticise Israeli settler violence in the occupied West Bank after reiterating the Israeli president's and senior military officials' condemnation of recent settler attacks.

Speaking from Hamilton International Airport in Canada on Wednesday after a G7 foreign ministers meeting, Rubio told reporters that he “thought today the comments were very strong by the president of Israel and also by the IDF commander in the area”, referring to an Israeli army official.

Rubio was referring to Israeli officials' condemnation of an arson attack by dozens of masked Israeli settlers in the occupied West Bank villages of Beit Lid and Deir Sharaf on Tuesday. The settlers then went on to attack the Israeli military and the police, who were sent in to stop the violence.
