Israeli settlers have started setting up a new outpost in the town of Anata, east of occupied East Jerusalem, the Bedouin rights group Al-Baidar reported.

The settlers started installing temporary structures and laying foundations for makeshift homes, the group said, warning that a new Israeli settlement could lead to the displacement of Bedouin communities northeast of Jerusalem.

Around 700,000 Israeli settlers live in roughly 300 illegal settlements across the West Bank and East Jerusalem, all of which have been built since Israel seized the territories in the 1967 Middle East war.

Benjamin Netanyahu’s government has built or approved around 48,000 settlement housing units since taking office, a figure expected to rise to 50,000, according to Israel’s Yedioth Ahronoth newspaper.

Under international law, settlement construction in an occupied territory is illegal.

The World Bank backs language in a US-drafted United Nations Security Council resolution on Gaza that would authorise a two-year mandate for a transitional governance body, according to a letter to the United States seen by Reuters.

The 15-member UN Security Council began negotiations on Thursday on the text that would mandate a so-called Board of Peace transitional governance administration, giving it the authority to establish operational entities to address issues, including the reconstruction of Gaza and economic recovery programs.

The World Bank, the UN and the European Union had estimated in February it would cost more than $50 billion to rebuild Gaza, and are finalising a new interim estimate of $70 billion.

"Our engagement in Gaza will require the ability to work with international partners who enjoy the full support of the international community and full authorisation to undertake their efforts," World Bank President Ajay Banga wrote to US Ambassador to the UN Mike Waltz.

"The proposal to establish an authority, in the current draft the Board of Peace, by the UN Security Council with the authorisations set out in the resolution would provide the needed framework for engagement by the Bank," he said in the letter dated Saturday.

One person was killed in the earlier Israeli attack on south Lebanon, Al Jazeera reported, citing the Health Emergency Operations Centre of the Lebanese Ministry of Public Health.

An Israeli army drone attacked a car in the area of Houmin al-Fouqa, a town in southern Lebanon, causing the vehicle to burst into flames.

An Israeli military court postponed proceedings in the case of a 16-year-old Palestinian-American from Florida detained without trial in a notorious Israeli prison to 15 December, effectively extending his imprisonment at least until then, NPR reported, citing his father, Zaher Ibrahim.

All of his hearings to date have adjourned without a plea bargain or trial date.

Middle East Eye previously reported that, according to Mohammed's father, Zaher, the teenager had lost a quarter of his body weight and developed scabies while in prison.

The US's largest Muslim civil rights and advocacy organisation launched a fresh appeal on Friday for the Trump administration to advocate for the release of the teen. 

Israeli prosecutors allegedly threatened to keep Ibrahim imprisoned for another three years unless he admitted to the Israeli accusation of throwing rocks – a claim his family denies. If he does, he would then serve a two-year prison sentence.

Israeli forces arrested 442 Palestinians, including 33 children, in October, according to a joint statement by the four rights groups.

The groups, the Commission of Detainees and Ex-Detainees Affairs, the Palestinian Prisoner’s Society and the Addameer Prisoner Support and Human Rights Association accused Israel of frequently making arbitrary detentions of Palestinians.

The statement said Israel is keeping Palestinians in prison for years in many cases without trials or charges.

The Israeli Prime Minister’s Office confirms that the remains of a captive’s body received from Hamas belong to Israeli soldier Hadar Goldin.

In a post on X, Shlomo Karhi, Israel’s communication minister, said Goldin’s return was the “closing of the circle”, as he had been captured back in 2014.

Ireland has joined a growing number of countries calling for Israel to be banned from European club and international football competitions.

Late on Saturday, the Football Association of Ireland (FAI) approved a motion to submit a formal resolution to Uefa, urging the suspension of Israeli clubs and the national team from all European football.

The move followed a proposal from Dublin club Bohemians, which argued that the Israel Football Association (IFA) has breached Uefa rules by failing to uphold anti-racism policies and by allowing the establishment of "clubs in illegal settlements in the occupied West Bank" without the consent of the Palestinian Football Association.

During the FAI's meeting, 74 members voted in favour of the motion, with seven against and two abstentions. The association later confirmed the outcome in a statement to Irish media.

Israel has confirmed that the remains of a captive held in Gaza has been handed over to Israeli forces in Gaza.

The captive, who has not been identified, was handed over to the Israelis via the Red Cross, and awaiting forensic confirmation.

An Israeli government spokesperson said on Sunday that Turkish soldiers will not be part of the multinational force expected to take over Gaza from the Israeli military. 

"There will be no Turkish boots on the ground," said Israeli spokesperson Shosh Bedrosian, in response to a question about the multinational force.

The Palestinian health ministry said that Israeli strikes in Gaza have killed one person and injured five others in the past 24 hours. 

Health officials said they recovered six bodies, which were brought to hospital, after civil defence workers found them underneath the rubble.

"A number of victims remain under the rubble and in the streets, as ambulance and civil defence teams are unable to reach them at this time," the health ministry said. 

The ministry added that since the ceasefire came into effect, 241 people have been killed and 619 wounded, with 528 bodies recovered.

Israeli Defence Minister Israel Katz banned army officers from briefing journalists without his direct permission, according to Israeli media reports.

Katz reportedly instructed army spokesperson Brigadier General Effie Defrin to stop all interviews and briefings by senior commanders to journalists.

Katz also instructed Defrin to seek his approval for every media briefing or update in a reversal of long-standing practice.

Under the new directive, Katz must be informed who the journalist requesting the meeting is, which officer will conduct the briefing and what topics will be discussed.

The only exception to Katz's new directive is the Israeli army spokesperson, who is authorised to speak with reporters and the public without prior ministerial approval. 

Earlier, military sources told Haaretz that Katz reprimanded Defrin for failing to inform him on conversations held between senior officers and journalists.

Hezbollah confirmed that an Israeli drone strike killed one of its fighters, Hassan Ali Jamil Sultan, in southern Lebanon on Sunday. 

Earlier, Lebanon's health ministry said one person was killed in the attack that targeted a vehicle.

Over the last few days, southern Lebanon has come under increased Israeli attack.

Hamas fighters holed up in the Israeli-held Rafah area of Gaza will not surrender to Israel, the group's armed wing said on Sunday, urging mediators to find a solution to a crisis that threatens the month-old ceasefire.

Sources close to mediation efforts told Reuters on Thursday that fighters could surrender their arms in exchange for passage to other areas of the enclave under a proposal aimed at resolving the stalemate.

Egyptian mediators have proposed that, in exchange for safe passage, fighters still in Rafah surrender their arms to Egypt and give details of tunnels there so they can be destroyed, one of the sources, an Egyptian security official, said.

Sunday's statement from the Qassam Brigades held Israel responsible for engaging the fighters, who it said were defending themselves.

"The enemy must know that the concept of surrender and handing oneself over does not exist in the dictionary of the Qassam Brigades," the group said.

US special envoy Steve Witkoff said on Thursday that the proposed deal for about 200 fighters would be a test for a broader process to disarm Hamas forces across Gaza.

The Qassam Brigades did not comment directly on the continuing talks over the fighters in Rafah but implied that the crisis could affect the ceasefire.

"We place the mediators before their responsibilities, and they must find a solution to ensure the continuation of the ceasefire and prevent the enemy from using flimsy pretexts to violate it and exploit the situation to target innocent civilians in Gaza," the group said.
