Israeli Prime Minister Benjamin Netanyahu on Wednesday gave an address announcing the formation of an emergency government with opposition parties.

In the address, he said: "Every member of Hamas is a dead man."

Speaking alongside Netanyahu, National Unity leader Benny Gantz said "there is a time for peace and a time for war. Now is a time for war". He added that "at this time, we are all Israel's soldiers".

The UN Palestinian refugee agency says it needs the funds to cover its humanitarian response over the next 90 days.

“The requested funds will cover the urgent immediate food, non-food, health, shelter and protection needs of up to 250,000 persons seeking safety in UNRWA shelters across the ravaged Gaza Strip and another 250,000 Palestine refugees within the community.”

Israel's Coordination of Government Activities in the Territories (Cogat) cancelled the work permits of Palestinian workers from Gaza on Wednesday morning. The move has left them stranded in Israel.

According to Israeli media, around 150,000 Palestinians from the occupied West Bank and Gaza work in Israel.

With the Erez crossing between Gaza and Israel closed, and with no legal status in Israel, many are now at a loss.

Palestinian UN envoy Riyad Mansour says an additional 100,000 Palestinians could be displaced.

“Situation is extremely horrific against our civilian population. The destruction is beyond imagination,” he said.

Mansour said he met with UN Security Council president and urged the opening of a humanitarian corridor for aid into the Gaza Strip, but that cannot happen without pausing bombardment.

“There has to be a humanitarian intervention to avoid a looming catastrophe.”

The Arab League concluded its emergency meeting of foreign ministers in Cairo and affirmed the importance of Israel fulfilling its obligations under international law as an occupying power for the Palestinians.

"We affirm the importance of resuming the peace process and starting serious negotiations between Palestine Liberation Organization and Israel," said a statement from the meeting.

Nato chief Jens Stoltenberg said on Wednesday that Israel has the right to defend itself but expects civilians to be protected.
