Iranian President Masoud Pezeshkian says the memorandum of understanding could be seen as an "honourable document" for Iran if all sides implement it properly, according to state-run Irib and the semi-official Fars news agency.

Fars also cited Pezeshkian as saying that 90 percent of Supreme National Security Council members had voted in favour of the agreement.

He said the details would be approved at the "appropriate time".

Lebanon’s health ministry says Israeli attacks have killed 3,798 people and wounded 11,781 others since 2 March.

The ministry said Israeli forces killed 15 people and injured 82 more in attacks over the past 24 hours.

Ensuring the Strait of Hormuz is safe from mines could delay a return to normal shipping traffic by weeks, security sources say, even though both Iran and the US enabled some ships to exit the Strait after they negotiated over the interim deal.

The operation by conventional minesweepers and state-of-the-art underwater drones could continue for 40 to 50 days before many shipping companies are confident enough to sail through, according to western shipping and maritime security sources who spoke to Reuters.

That could potentially hold up tens of millions of barrels of oil, in addition to the oil supply from the Gulf already blocked since the US and Israel attacks on Iran on 28 February, according to estimates based on pre-war flows.

Iran, which asserted control over the waterway during the war, has threatened to deploy naval mines, without commenting on whether its forces have planted them.

It is unclear how many mines Iran may have laid in the Strait, which handled 20 percent of the world's daily supply of oil and liquefied natural gas before the war.

The US said it has targeted Iranian mine-laying boats. Britain, France and Germany have all dispatched warships and minesweepers to the region in anticipation of a potential mine-clearing operation.

Lebanon will redouble efforts to secure the complete Israeli withdrawal from its lands, and the release of prisoners, Lebanese Prime Minister Nawaf Salam said following the announcement of the US-Iran agreement.

In a cabinet meeting on Monday, he stated the Lebanese government is working to return displaced residents to their homes in the country’s south and will intensify efforts with partners to secure the requirements for reconstruction.

"The government has mobilised all its resources in recent months to respond to the displacement crisis, and we look forward to our people being able to return safely and with dignity to their towns and villages as soon as possible.”

As the French president told reporters that Paris “will do everything” to ensure there is no toll on shipping through Hormuz, Iran’s Foreign Ministry spokesman Esmaeil Baghaei confirmed that fees will be charged for ships traversing the Strait.

Transit fees on shipping passing through the vital waterway is a red line for European leaders.

While France and Britain plan a multinational naval mission to safeguard shipping through the Strait of Hormuz if the US-Iran ceasefire holds, Tehran strongly opposes any foreign military presence.

“The Strait of Hormuz is very important for us, and we have adopted certain procedures according to international law in order to protect Iran’s national security and the Islamic Republic of Iran,” Baghaei said on Monday.

“Our goal is to pave the way for a secure passage in this waterway. We need a certain period of time to discuss with the other sides this important matter.”

“It’s full services that will be offered in order to keep and maintain the environment. So many other services will be offered by Iran and Oman, and this will cost money. Accordingly, the fees will be there, and this is clear.”

French President Emmanuel Macron warned Iran against imposing tolls on shipping through the Strait of Hormuz, saying "everything" should be done so fees are not charged for passage through the key bottleneck.

"We defend international law, and we will do everything in our power to ensure there is no toll," Macron told TF1 television on Monday ahead of the G7 summit in France.

Macron said a joint France-UK mission to ensure the Strait opens was prepared to deploy "very quickly", with the French flagship aircraft carrier Charles de Gaulle ready to be in the zone "on a timescale of two to three days".

"We do everything so that this accord is a reality and that Hormuz can reopen," he said, also denying that the deal was a victory for Tehran, saying: "I would be patient and prudent."

US President Donald Trump said on Monday that many ships loaded with oil are starting to move out of the Strait of Hormuz.

"Ships are starting to move, many loaded up with Oil, out of the Strait of Hormuz. They are going along the Southern 'Highway,' which is totally safe, secure, and pristine," he wrote in a social media post.

“There are other areas of travel, also!!!” he added.

Lebanon is an integral part of the agreement to end the war with the US, Iran’s foreign ministry spokesperson said on Monday, adding that the draft memorandum mentions Lebanon thrice as it calls for an end to war on all fronts.

“Respecting the sovereignty and territorial integrity of Lebanon is part of interim agreement with the US,” Esmaeil Baghaei told reporters.

He said diplomatic visits to regional countries are on the agenda for Tehran, before the signing of the agreement due on Friday in Geneva, Switzerland.

“Regarding the manner and mechanism of signing the memorandum of understanding, a final decision will be made today and tomorrow, and its results will be officially announced,” he added.

In his briefing, Baghaei also said Tehran will take measures to ensure safe passage in the Strait of Hormuz in coordination with Oman and other countries, noting that this will be for a specific time and corresponding to the US's own commitments.

The US is obliged to deliver its commitments under the agreement, and failure to do so will lead to reciprocal measures from Tehran, he added.

Denmark's shipping company Maersk said on Monday it welcomed the US-Iran agreement but that it was too early to assess its impact and that there were no changes yet to the group's Middle East operations.

"The announced agreement is a welcome and positive development, but publicly available details are still limited, and it is too early to assess how it will impact logistics and maritime operations," Maersk said in a statement to Reuters.

"At this stage, there are no changes to our operations in the region," the company added.

Despite the Danish shipping giant claiming otherwise last year, a recent report by rights groups has revealed Maersk has been continuously transporting weapons components to Israel’s largest arms producer, Elbit Systems.

Lebanese President Joseph Aoun on Monday expressed hope that the deal between Washington and Tehran would put a “definitive end” to the war between Israel and Hezbollah.

In a statement issued by his office, Aoun praised the memorandum’s affirmation that “Lebanon’s security and safety are an integral part of any effort to consolidate stability in the region”.

The Lebanese people “look forward to these understandings transforming into practical steps that put a definitive end to the cycle of violence and establish a phase of stability, security, recovery and reconstruction,” the statement added.

Allies from the G7 group will seek common ground on Monday with US President Donald Trump at a summit in France following the fresh agreement between Washington and Iran.

Macron said in a post on Instagram overnight that the summit will examine the "consequences" of the Iran accord, which is due to be signed in neighbouring Switzerland on Friday, in terms of the implications for Lebanon, the lasting reopening of Hormuz and Iran's ballistic activities.

He later added in a post on X that a UK-France mission to aid the reopening of the Strait of Hormuz had its assets in place and was "ready to be deployed".

European leaders are impatient to see the Strait reopened after the limiting of shipping traffic during the war caused a spike in global energy prices.

Adding to the uncertainty, Iran's Fars news agency said Tehran had added a clause to the framework deal on imposing maritime service fees for transiting Hormuz.

US Defence Secretary Pete Hegseth denied that the American military was facing a munitions stockpile shortage, saying on Sunday that it was a “manufactured story” peddled by the media.

Hegseth’s comments came hours before the United States and Iran said they reached a ceasefire deal.

Hegseth dismissed the idea when asked on CBS News’ Face the Nation if there was a crisis in munitions stockpiles.

"That is a manufactured story that the media wants to peddle, and ultimately our stockpiles are great and they're only getting stronger," he said.

"We're building more than ever before. The Biden administration gave away hundreds of billions to Ukraine, and so President Trump had to refill, and he has, and we have, in real time."

At an April congressional hearing, Hegseth testified that it could take "months and years" to replenish the stockpile, describing it as a "fast" time frame. He said on Sunday that, in his testimony, he "speculated some munitions take more time than others" to refill.

The Pentagon said last month that the cost of the war with Iran had climbed to nearly $29bn.

Democrats and other critics of the war have questioned the Pentagon's calculations, suggesting the true cost could be far higher.

A Hezbollah official said on Monday that the group has not carried out any operations since the Iran-US deal was announced and that its position on the ceasefire was linked to Israel's adherence to it, Reuters reports.

The official, who declined to be named, added that Hezbollah rejects Israeli "freedom of movement" in Lebanon and said Iran delayed signing the deal with the US to monitor Israel's adherence to the ceasefire in Lebanon.

The group has not officially commented on the US agreement.

Authorities in southern Lebanon warned people displaced by three months of war against rushing home on Monday as Israel said it would not withdraw troops from the south despite the US-Iran ceasefire deal.

In south Lebanon, where Israeli forces have occupied a self-declared security zone, municipal councils issued statements calling on residents to hold off on returning, according to reports in Lebanon’s National News Agency.

In Nabatieh, a devastated city in the country’s south , Mohammed Daqdouq said he had returned on Monday morning to check on his home. "We'll need a lifetime to rebuild - to rebuild it again and bring Nabatieh back to how it was," he said.

Mona Mazeh, a displaced woman sheltering in Beirut's Hamra district, had no immediate plans to return to her village near the southern city of Tyre. "Frankly, we are hesitant; Israel cannot be trusted," she said.

When announcing the deal early on Monday, Pakistani Prime Minister Shehbaz Sharif, a key mediator between Tehran and Washington, said that the pact called for "the immediate and permanent termination of military operations on all fronts, including in Lebanon".

Meanwhile, senior Israeli officials slammed the newly announced agreement, saying it does not bind Israel.

The Israeli military has been razing villages in southern Lebanon for weeks, saying it is acting against Hezbollah militants embedded in civilian areas of the predominantly Shia Muslim region.

Lebanon’s health ministry says Israel’s war on the country has killed at least 3,783 people and wounded 11,699 others between 2 March and 14 June.

German shipowners' association VDR said on Monday it remained to be seen whether the new deal to end the war and reopen the Strait of Hormuz would lead to safe passage through the vital shipping route.

"However, we are cautiously optimistic," it said in a statement.
